How US and international prime contractors can team with a local partner in Somalia for capture, proposal and in-country delivery.

US and international prime contractors bidding work in Somalia usually need a local partner. The partner may self-perform construction, life support, logistics or fleet scopes, or support the capture and proposal team with local knowledge. A well-structured teaming arrangement makes the bid stronger and delivery smoother. A loose one creates risk for both sides.

Roles in a teaming arrangement

Local partners support primes in three main ways. As a subcontractor, the partner self-performs defined scopes on a prime contract or task order. As a teaming partner on a pursuit, it contributes to capture, solution development and pricing for the in-country elements. In some cases, the partner contracts directly with the end client for related services. Being clear which role applies avoids confusion later.

The best teaming arrangements begin before the solicitation is released. A local partner can help the prime understand site conditions, logistics routes, local labor and supply markets, and the practical risks of delivery. That knowledge improves the technical approach and makes cost estimates more realistic. It also gives the partner time to plan mobilization, equipment and staffing.

What a prime should check

A prime contractor's reputation depends on its subcontractors' performance. Before teaming, it is worth confirming:

  • Which scopes the partner self-performs, with its own equipment and staff
  • Its HSE and QA/QC systems, and how records are kept
  • Its procurement practices and approach to compliance
  • Reference projects and clients that can be checked
  • Its capacity to mobilize within the required timeline
  • How it coordinates security for people and cargo

Documentation should be part of this check. Primes flow down many requirements, and the partner must be able to meet reporting, safety and quality standards as a matter of routine.

Making delivery work

Once a contract is awarded, the teaming arrangement becomes a working relationship. Clear interfaces, agreed reporting and regular coordination meetings help both parties manage the work. The partner should have one point of contact and a clear chain of command, so the prime always knows who is responsible for each scope.

Self-performance matters here. A partner that owns its batching plant, fleet, workshop and workforce in country has direct control over schedule and quality, and is less exposed to the delays of further subcontracting. Where local subcontractors are needed for scale, they should be vetted and managed by the partner to the same standards.

We work as a subcontractor to US and international primes, providing in-country self-performance for construction, life support, logistics and fleet scopes on prime contracts and task orders. We also act as a local implementation partner for capture, proposal and delivery teams bidding work in Somalia and the region. If you are preparing a pursuit, we would be glad to discuss how we can support your team.
